The solution to this is to download and flash the appropriate GApps package for your device separately. Though, you can download the package from goo.in/gapps in your browser, the problem here is every version of Android needs a particular package, so it is hard to choose the correct file to download.
Gapps Manager

Gapps Manager supports Android 2.3.3 Gingerbread and above devices. Also, you can download GApps compatible with the new ART compiler introduced in Android KitKat.
