You can download the previous version of Play Services app APK from APK Mirror and install it on the phone. However, note that you need to delete update from the Play Services app to install the old version mentioned above. Also, you may need to disable Background Data (Settings > Apps & Notifications > All > Google Play Services > Data Usage > Background Data) to prevent the app auto update. If that does not work, you may disable auto-update in Play Store. Google may fix the excessive battery discharge issue with a new update shortly.
