Also, there is no need to mention about unlocked bootloader, root access and latest version of TWRP recover (v.3.0+) on your device.
How to update Nexus 7 2013 (Wi-Fi) to Nougat with CM14.1
- Download CM14.1 ROM zip file from here and Gapps zip file (Android 7.1 compatible) from here. Transfer both zip files to your device SD card.
- Boot Nexus 7 to TWRP recovery (Switch off, Volume Down + Power buttons until bootloader appears)
- In TWRP recovery, choose ‘Backup’ to create Nandroid backup (recommended)
- Now, select ‘Wipe’ and then Factory Reset.
- Select ‘Install’, navigate to /sdcard and select the CM14.1 zip package. Follow the on-screen notices to install the package. Once done, install Gapps zip file as well.
- Once installation has finished, return to the main menu and select Reboot, then System. The device will now boot into CyanogenMod 14.1. Set up your new system. Leave your views in the comment section below.
